Looks like you cannot get the latest tax tables because the payroll update process fails. There are some easily fixable common issues that cause payroll update errors in QuickBooks Desktop:
- Discontinuation of QuickBooks Desktop
- Internet and Firewall issues
- Damage to Entitlement file

Discontinuation of QuickBooks Desktop
Each year Intuit discontinues one version of the desktop accounting software while launching a new one. It supports 3 versions of QuickBooks desktop at any given time.
So when Intuit launched QuickBooks desktop 2022, it discontinued the 2019 edition.
And since you’re using the 2019 edition of this accounting software, you won’t receive any critical security updates. Further, Intuit services such as payroll and banking also won’t work with your QuickBooks desktop unless you upgrade your software.

You can go to Help > Upgrade QuickBooks Desktop.
Then it’s all about choosing one of the supported versions and installing it. But then you also have to activate the software with new product and license keys, requiring you to purchase either a subscription, or a new one time license from Intuit or a third party retailer.
Internet and Firewall Issues
If your internet isn’t working, then payroll updates are of course going to fail. So first check your internet settings and get in touch with your service provider if you find that the updates aren’t working properly.
Then, if the internet is working properly, you should allow QuickBooks desktop through the windows Firewall.
You can do this from the Windows Defender Firewall page. Click on Allow an app or feature through Windows Defender Firewall. Then click on Change, and allow QuickBooks desktop to access the internet connection.
When the firewall doesn’t prevent the software from accessing the internet, you can easily download and install the latest payroll updates on your system.
Fix damaged Entitlement File
The entitlement files store the login credentials for QuickBooks desktop and all activate subscriptions within the software. When the file is damaged, the accounting software cannot verify an active subscription so the payroll update process fails.
An easy fix is to delete this entitlement file so that QuickBooks desktop creates a new one in its place. Then you can input the activation codes for the software and other services that you use with QuickBooks desktop to get back to work.
